CIVIC REFERENCE MATERIALS

The following materials are provided for public awareness and reference. Visitors may review any section of interest, in any order, and at their own discretion.

Memorandums
Formal written memorandums addressing matters of public concern, legal interpretation, and civic governance principles. The Memorandum of Law is a legal explanation document. It translates the principles expressed in the Public Scroll into: LEGAL PRECEDENT, CONSTITUTIONAL LAW, CASE LAW, AND STATUTES

Public Notices
Notices issued for transparency and public record, intended to inform rather than compel.

Hawaiʻi People’s Scroll (jurisdiction-specific)
A declaration and record reflecting unalienable rights, common law principles, and the voice of the people of Hawaiʻi. Not FOR PUBLIC DISTRIBUTION AS IT IS PART OF PUBLIC RECORD UNDER DIRECT CONTROL OF THE CUSTODIAN AND STEWARD WHO MAKE IT AVAILABLE, UPON REQUEST, TO BE AUTHORIZED BY THE GENERAL PUBLIC.

Clean Instrument (jurisdiction-NEUTRAL)
A jurisdiction-neutral reference instrument articulating foundational rights and protections under natural and common law. Not FOR PUBLIC DISTRIBUTION AS IT IS PART OF PUBLIC RECORD UNDER DIRECT CONTROL OF THE CUSTODIAN AND STEWARD WHO MAKE IT AVAILABLE, UPON REQUEST, TO BE AUTHORIZED BY THE GENERAL PUBLIC.Clean Instrument — Foundational Authority

The Clean Instrument establishes the legal ground before anything else happens. It does three critical things:

1) Establishes standing (who is speaking and in what capacity);

2) Establishes jurisdictional neutrality (not a petition, not a request);

3) Establishes operative notice in a clean, non-emotional, non-advocacy form. Think of it as, “Here is the lawful frame. This is the record. This is the notice.”
